Speedometer/odometer doesn't work

I have a 99 Escort with 2.0 DOHC & auto trans. 127,000. The speedo doesn't work. Cruise control does work so I doubted problem with speed sensor but replaced it anyway ($60 bucks). Still doesn't work. No codes and can find no further info in repair maual. I now have cluster out but have no idea how to check it, although it appears someone has been here before me as some plastic is broke from overtightening of screws. Any ideas? ?
