Ford Escort Rear Axle Question/Problem

I am not a mechanic & have a question about my vehicle. It is a 2000 Ford Escort. I. looked at the other day & noticed something hanging off the rear axle--it is on both sides. Can anyone give me some info about what it is & whether it is safe to drive to a shop. A mechanic would be around 5 miles. Thanks for the help!!

the diagram I sent points to the stabilizer bar. your connectors are broken and need to be repaired any mechanic can do this.

tie the bar up to the suspension so you don't bend it it doesn't have to be tight just not like it is now.
