Parking brake does not completely release

What can I do to get the parking brake to release completely? 2000 Escort -standard shift-4 cylinder-2 wheel drive-150,000 miles

Is the cable bent? If it is it wont release all the way. It could be the linkage inside the brake drum. Pull of the drum and check to see if all the linkage is free and working properly. I would use some brake clean to remove brake dust and spray liberally with WD-40 to lubricate all the springs involved in the emergency brake.
