2002 Ford Escort fan inoperable except on #4-hIGH SPEED

fan will only operate on highest setting-4.
A/C light on a/c switch lights,but no air conditining or fan. When I turn the fan to Max, the A/c light goeas out but then the fan begins to operate.
The fan does not work for other selections at lower speeds, it only kicks on at full (setting 4)

Locate the fan speed resistor next to the blower motor.Use atest light or meter to see if any power is going into it at different fan speeds.If yes, the fan speed resistor is bad
