2001 Ford Escort overheating due to cooling fan not working

my escort SE over heats because the cooling fan fails to run. I have checked the relays and fuses under the hood and under the dask, they are Okay. I put a new coolant temperture sensor on. I have hot-wired the cooling fan to 12-volts, it runs. The cooling fan runs just fine when I turn on the air-conditioning, but turns off when I change back normal running without the heater turned on. I am beginning think it is a bad computer?
