2001 Ford Escort Heater not heating

When my car is sitting at a stop light idling the car runs normal temperature, but the heater blows out cold air. Whereas, when the car is moving the car gets really hot and the heater blows out hot air.

check coolant level and adjust if needed
flush heater core
fill system and bleed air out
