2001 Ford Escort a surge when drops from10mph to 5mph when

this only seems to happen when going at this speed, it shifts down then when really slow like 5 mph i sense a surge like happening, ran the car for a drive like 40 miles and notice this when like really slow, or when stopped at a light. Car runs beautifully smooth otherwise, recent oilchange, spark plug/wires changed, air filter,fuel filter changed. this happened before the new change, and also still happens after the change. Wondering if possibly the fuel pump? Noticing a small restriction of "something" when going up a small incline? Been doing a lot trouble shooting and reading blogs and not certain if the problem is a bad fuel pump?? any ideas...running out of possible solutions
