2000 Ford Escort Left Turn signal has a fast Blink on the F

The back left turn signal does not light. i checanged the Bulb, which did not fix the problem. I checked the circuit and found that it was shrted at the socket.
Does the Flasher have a path to cause this?

1st step have to replace the socket and that should fix it
