2000 Ford Escort 4 cyl Front Wheel Drive Automatic

My gas hand won't move off of Full and the prevents the gas light from coming on and i replaced the fuel sending unit and the fuel pump what's wrong

Turn ignition off disconnect fuel level sensor /fuel pump connector measure resistance between ground and fuel level sensor harness connector terminal #2(black wire)
resistance should be less than 5ohms
if more than 5 repair in black wire
if 5 or less check the instrument cluster
