what causes a wheel to stay on even after the lug nuts are removed

it will just be jammed on by an accumilation of dirt/rust and the fact that metals expand and contract with heat .. jack up the vehicle onto axle stands .. get behind the wheel with a block of wood and a big hammer and hit it all the way around the rim to loosen it off
