1999 Ford Escort scrap noises

my car is making scrap noises on the front passenger side...it almost sounds lik a scrap and a rubbing all at once. It only does it sometimes if I make a turn, (right or left) I think it is the belt but I do need struts and ball joints so I was wondering if that had anything to do with it...
