1999 Ford Escort problems starting car

When i put the key in the ignition i have to play with it for 30 minutes or more before it starts do you have a clue what it could be??

If its not cranking, doing nothing at all and the lites you normally see when you turn key to run-Check and Test below

Could be the starter, starter relay, clutch switch/park and neutral switch and ignition switch assuming the battery and connections are good.
