1999 Ford Escort Low brakes - pads and drums good

I have been having a hard time getting the brakes on my daughters 99 Escort ZX2 from having so much brake travel. The front brakes are not too old, rear brakes I did last year. I spent what I thought was a good amount of time trying to bleed them in order to fix the problem.
Fluid is okay.

What troubleshooting process can I do before I just start replacing stuff? How to check brake boost, master cylinder, etc.

What is a common thing to check for this car?

If you have no air in the system and you are sure of it
give the rear brakes a check and adjust them
adjust up the rear brakes

It's not so easy to adjust the rear brakes on this car, no access plug for the adjuster. Also I thought I bled them good. I took a long hose and put it in a bottle of brake fluid and pumped them up.

Ask a helper to pump the brakes for you
then open the bleeder letting air out
repeat as needed on both tires
remove tire and drum check rear shoes and the adjust as needed
