1999 Ford Escort Fuse keeps blowing

My tail lights and dashboard lights are on the same 10 gauge fuse. They keep blowing and I think it's because of the new hot seat plugged into my cigarette lighter. Is there a simple solution besides not using my hot seat (I live in Chicago and the hot seat is my new baby).

wire up a new cigarette lighter plug in ran from the battery via relay or splicing a wire from the battery to the fuse box.
