1999 Ford Escort Belt?

Whenever the car is running but is stopped, the car squels. Once I take my foot off the brake and start moving again the noise goes away. I think that it is a belt but I'm not sure. Thank you for your help!

That is what it sounds like to me. Try this test. Start the engine, open the hood, and while it is making noise, pour a little water on the belt to see if the sound changes.

Make sure to protect your eyes and wear old clothes. Water may fling back at you.
