The car stalls out when I come to a complete stop, What can I do about this. Also I have a hard time starting the car, Do I need a new starter, if so where is the starter located at?

No you do not need a new starter, the starter is only used to crank the motor.

When you say it stalls out it sounds like you may need to change the fuel filter and the IAC module and its ports may need a cleaning along with the EGR valve.

Have plugs and wires put on lately?
