1999 Ford Escort

I am working on a 1999 Ford Escort, 2.0L with 78k miles. The engine began running very rough and surging at cruising speed. Check engine light gave a P0304 generic code and no other codes. I replaced plugs, wires and coil pack. No help. Voltage readout from the front O2 sensor varies from.000 to.950 volts, but I have nothing to suggest that it is the problem. I am reluctant to continue replacing parts with no clear indication of the problem. What should I check or replace next?

Thanks for the suggestion. I plugged the vacuum line going to the EGR valve, no change. I also used a vacuum gauge to check the EGR valve, it seemed to respond as my maintenance book read that it should. I tested at 8 inch Hg and did a leakdown test for 30 seconds at 4 inch Hg. I also checked the vacuum on the engine, it is holding 18-20 inch Hg at idle. There is some fluctuation but it appears to be tied to the engile idle rising and falling. No large or rapid fluctuations in the readings. I am still stumped. Other suggestions?

I drove the car with the EGR hose off and plugged. The car still surged and ran poorly. Still has rough idle, and when in drive with foot on brake the engine will almost cut off. ?
