1998 Ford Escort Temp gage is on hot

Engine Cooling problem
1998 Ford Escort 4 cyl Two Wheel Drive 140998 miles

The Temp gage is pegged on hot , over the red line.
However it does'nt matter if the engine has sat overnight and has completely cooled down. I unpluged the senor connected to the water pump, but that did'nt change anything. What could be the problem?

Check and test the engine coolant temperature sensor at left rear of engine
