1998 Ford Escort Starter Solenoid

I am assuming that the problem is the Starter or Starter Solenoid.
Is there a fuse or breaker for starting because the car does not turn over.
What would be the procedure for testing.

Get a helper to hold key at starting position check for power at the black and red wire on the starter solenoid if power is present starter is defective If not check the transmission range sensor red wire nothing there the ignition switch is defective
