1998 Ford Escort reverse does not engage

When place on reverse the car performs like it is in park, the other gears works fine even when driving the transmission shifts normally. I replaced the filter and the fluid but no change. Did I overlooked something?

You say it acts like it is in park. Does the vehicle move or does it feel like the parking sprag is still engaged and it won't roll?
