1998 Ford Escort rear taillight repair

1998 Ford Escort 4 cyl Front Wheel Drive Automatic 33.000 miles

How do I get the plastic protector off to replace the bulb. Looks like two screws hold the plastic on but it doesn't come off, is there a way that it should be pushed off.
I have the bulbs.

Have you removed the retaining bolts in the trunk?
