1998 Ford Escort fuel pump

after fuel pump failed, it was replaced with new one and new fuel filter replaced. car would not start and mechanic checked and said fuel pump started and only ran it for 2 seconds bypassed electrically, proving fuel pump was ok, old 1 when checked was bad. he tried replacing the relay and still no start, and checked the accident switch and all ok there. he said he checked everything and it seemed that problem was coming from the computer? the relay wires had correct power when tested, but when trying to start the fuel pump would not start.
any ideas? could it be the computer since he jumped and ran fuel pump for the 2 seconds? and tried to replace relay with same results. HELP please

If he did all that checking and testing could be the computer controlled circuit of the fuel pump relay.
