What is the approximate cost for parts and labor to replace the clutch in a 1998 Ford Escort?

Does the clutch need to be replaced to diagnose whether the transmission is good or bad?

Normally if there is an issue with a manual transmission then the clutch is the issue. It is very rare to have an issue with a manual transmission but yes, the clutch will need to be in good working order to determine if the transmission has an issue.

The cost of it will depend on where you have it replaced. You can get a complete clutch kit for less than a few hundred dollars and then the labor should be around $800.

So, all total it will be around $1,000.00. Clearly if you have a shop that has a higher labor rate then the cost will be higher.
