1997 Ford Escort RPM rising

I have a 1997 ford escort Sport, 2.0l with 71,000 miles.
The car wants for nothing. Rerg. Oil changes, tune ups, etc.
the problem is that the car sort of surges when I turn on the selecter knob hat allows air to blow around the interior. It seems that rpm goes up and down when the car is at rest. Also, when I turn the selector knob to off, the car settles down at 800 rpms.

Hi:
Does this happen when the defroster is on? If so, the defroster uses the AC to defrost. When the AC turns on, the computer adjust for the added load on the engine by raising the RPM's. When it turns off, the engine RPM's will drop. Check to see of the compressor is going on and off when this happens. Also, has the check engine light come on? Have you checked for vacuum leaks?
