1997 Ford Escort Manual

My Escort Ghia Cabrio has been in storage for a few months over the winter. When my boyfriend took it out for a test run, the roof wouldn't come down. Have u any suggestions? The roof is electric. It comes down partly, then when ignition is turned on and off a few times, it comes down a little more, but not fully.

1st step would be to check all fuses
make sure the locks are disengaged
