1997 Ford Escort Not enough fuel pressure

I bought this car from my neighbor and she told me her boyfriend had cut a fuel line and bypassed something. I have not been able to find the problem just yet, but is there something that is supposed to be in the fuel line coming out of the fuel filter to the fuel rail? That is the only line so far that is obviously cut and tampered with.

yeah that is the probably the only line they cut. I belive that is a returnless system. So, there should only be one fuel line going to the engine.
