1997 Ford Escort headlights not working

there is a clicking sound coming from behind the glove box area. I thought it was the heater fan, so I took it out. turns out there is some kind of relay box tucked up there, just out of reach, that it clicking when the headlights are in the off position or the parking light position. how do I get that out to replace it and what is it.
