1996 Ford Escort AC/FAN doesn't always come on

Sometimes when I turn the fan switch on with the AC or not it doesn't come on either one. If I turn the ignition off and back on sometimes it will turn on fan and or AC. It does it more when its hot outside. Same thing with the windshield wipers any idea?

check the ignition switch and or replace it
