1995 Ford Escort wiper issue

i just bought my daughter a 1995 escort. all seems well except for the wipers. the intermittent does not work at all just the high and when i turn them off they stop wherever they are and do not retract. is this simply a bad motor or is there more to it.

WIPERS INOPERATIVE AT LOW SPEED
Perform WIPER SWITCH TEST. If switch is okay, go to next step. Replace switch if defective.
Turn ignition off. Unplug wiper motor connectors. Turn ignition on. Set wiper switch for low speed operation. Check voltage at Blue/White wire terminal of harness connector. If battery voltage exists, replace wiper motor. If battery voltage does not exist, repair Blue/White wire between wiper motor and wiper switch.
