1995 Ford Escort Steering Wheel Slack

When sitting in the drivers seat you can move the steering wheel forward and backward about 1 inch. I have taken off the air bag assembly and the colum and all I can see is a green spacer that appears to be broken. I would appreciate any help you can give me. Thanx
