1995 Ford Escort not blowing

my sons has a 1995 escort 4 door manual drive and no air will blow through the vents for heating or cooling the system just will not come on. Is this a blower motor problem? Is it hard to replace?

firstly .. check/replace #16 in interior fuse box ...if this does not cure problem .. you have a fault on the wiring or the blower motor ??
