1994 Ford Escort A/C Blower and Windshiel wipers always on.

Hey Guys,
I have a 94 Ford Escort Wagon, 1.9L Automatic with the strangest problems. When I turn off the car and remove the key, the heater (A/C) blower and the windshield wipers will continue to operate. Also, the A/C button will light if pushed while the fan is blowing, as when the car is running. These issues are not major; we just have to remember to turn everything off whenever we park the car.
I have checked the fuses and have even replaced the ignition switch with no luck. I have swapped the 30 and 40 amp relays in the engine compartment and still have not seen anything that will give me an idea of what might be bad.
Have you seen anything like this before or know where I can start looking? I can’t see a common component or relay that would cause this issue. Any ideas would be appreciated. Thank you.

Turn key off and check heater fuse in I/P fuse panel 30A
with key off you should have no power with key on you should have power
ignition switch is the most common problem
if that was replaced check the wiring and check for an after market alarm system or remote starter system
