Well if it were me I would remove the fan from the car and get two pieces of wire, and with one of those pieces I would take one end od the wire, connect it to the negative terminal on the battery and the other end to the negative prong on the fan. then with the other wire connect one end to positive battery terminal and the other end to the positive prong on the fan. If the fan is good it should come on. Now if your not sure where the neg and pos prongs are on the fan, usually when I've changed these fans they have to electrical connections, one has a smaller connecter that clips on to a small prong thats just bolted to the fan, that one is the ground or what u call negative, then there is a more large connecter that plugs into the motor it self, when you take the motor off you'll probably see a few metal prongs inside this female connection, just touch each one of them with the wire that is hooked up to the positive terminal of your battery till the motor comes on and if it does'nt most likely its your fan. Sometimes there is just a single connection on the fan
in this case it is trial and error, you have to take your neg and pos wires and try to touch them around on the prongs inside the connector till you either get the fan moving or you don't which means your fan is garbage.
