2003 Ford E-Series Van speedo jumps around

above 25 mph speedo jumps up and down on cluster and scanner. replaced speed sensor twice still does it also checked every wire to sensor no luck

If everything is good and you replaced the VSS, chances are the cluster is bad. It will need removed and sent to be checked.
