2000 Ford E-Series Van HVAC air distribution

I have a 2000 Ford E350 Superduty that the air from the HVAC system blows out the defroster vents no matter where you set the system selctor dial. Have checked all the fuses and they are good. This truck has been like this since it was brand new.

Vacuum source problem. Find the feed line where it goes from pass compartment to engine comp and trace it down, unhooked, broken or something, defrost is the default for no vacuum to controller
