1995 Ford E-Series Van Idle arm control valve

I have replaced the idle arm control valve 3 time and it is not working..it is not opening or closeing ..how can I get it to work??????

Are you refering to the idle air control valve or the idler arm on the steering system?

As far as the IAC, is it getting vacuum?
