1995 Ford E-Series Van Engine performance

The vehicle acts as though there are transmission issues. The gas pedal is applied and it will take time for it to engage and get going. It will slow while the pedal remains at cruising speed. I have had the transmission checked and there are no issues. I had a scope done and it stated the throttle position sensor and pvc valve needed to be replaced. I did both. Today I just went to my local auto store and used their scan tool but it could not retrieve the codes and kept telling me to make sure the connection was good. I did yet nothing. It feels like something to do with the throttle sensor again. I just changed it last year, could that have gone bad again so soon? Is there another sensor that controls the vehicle speed and interacts with the transmission?

It sounds like the vehicle speed sensor could be bad. Also take your car to a muffler shop to check the catalytic converter. If it is plugged it could give those symptoms too.
