New plugs, wires and fuel filter, catalytic conv. clear of obstructions. Tested pressure at fuel rail and got 25psi. Blocked fuel pressure regulator and didn't see an increase of psi at rail. Would like a second opinion before dropping the tank to replace fuel pump

Pressure on V8 koer= 30-45psi
koeo=35-45 psi You are low! Have you changed the filter yet? Do that and retest.
