1992 Ford E-Series Van Runs Rough

Hi, I have a 92 E350 Ford van with a 460, I just had a guy take both heads and have them repaired and put back on. Now the van still runs like crap at operating temperature and overheats badly. Before the heads were pulled it never over heated and actually ran better with no compression in #4 than it does now. The guy is willing to refix the van but he has no clue what could be wrong. Any ideas?

What things has he checked and verified so far that are not the cause?

And he did a head job. LOL.

Blockage in flow such as a Stuck thermostat, plugged heater core or radiator.

No cooling fan

Air pockets-was it bled?

Improper head job. Head shaved and all specs as well as tightening sequenced followed? Were the heads pressure tested and magna fluxed for cracks?
Why was it replaced the first time?

Check compression again.

Bad coolant temp sensor or one not plugged back in.

OVerheating can again cause a head gasket or head to fail again.
