1982 Ford E-Series Van exhaust 'y' pipe

My inspection has failed due to pin holes in the y-pipe. Because of the year of this vehicle it is not possibe to obtain the part. Can this y-pipe be repaired and if so, what would be the best way? The bolts on the manifold would probably break when attempting to remove them.

That's always a problem removing them could easily break for that age-if it does break it can be tapped-out and replaced by a machinist
