Rough starting idle

Car is hard to start in cold or wet weather, it needs around 5 minutes of warm up time before operating normally. If you try to drive off before the engine is warm the car sputters, small backfire in the intake, and will not reach speed above 15mph until engine is warm. So far I repalced the coils, testing proved resistance accross the terminal was around 14.5 ohms, according to the manual the max is 13 ohms. Since I was under the hood I also replaced the plugs, wires, air filter, and fuel filter. Someone suggested I repalce the ICM, if the problem still existed disconnect the ERG system and close off the vacume lines, still no solution. Any Ideas as to what could be causing this?

Check your engine coolant temperature sensor and the Idle speed control/IACV

I replaced both the IACV and the Temp Switch and still have the same proble

Look for vacuum leaks when cold. Test the PCV and EGR-Open the EGR and check thoroughly for blockage/check the operation of the throttle position and MAP/BARO sensor.
