94 Crown Victoria, intermittent acceleration loss at 20mph

94 Crown Victoria, 76000 miles, once every two trips or so when I accelerate on an incline, at about 20mph, the car loses power, then gets it back in about 3 or 4 seconds. Often the car loses power like this twice, and then doesn't have any more problems for the rest of the ride.

Initially I thought it was the transmission, but the loss in power does not occur at gear changes. Instead the loss of power occurs mostly at lower speeds and after I've been sitting at a traffic light for a few seconds. I would greatly appreciate any advice, since I'm new to the area where I currently live and do not have a trusted mechanic yet.

With little experience I offer my similar issue and result. Sometimes my car wouldnt start, loose power and on an incline or pulling something it did the same thing. Mine was the fuel pump. Not completely shot but failing. Hope that helps.
