2006 Ford Crown Victoria brake light

it's police car ,the rear brake light dont come on, we changed the signal switch,also the light control module , we checked all fuses ,and all the power supply everything checked ok. if you have any idea to help us please?

Ck for a broken wire in the trunk, may need to remove trunk liner(left side). Is there power from the brake light switch input wire and output wire? Poss. bad switch. I have seen the broken wire twice.
