2003 Ford Crown Victoria shudder - right front when braking

Brakes problem
2003 Ford Crown Victoria V8 Two Wheel Drive Automatic 98K miles

totally stumped! new ceramic pads / x-drilled rotors brokenin per spec. when at hiway speeds, hit brakes, right front starts to shudder / vibrate the steering wheel.
> stops straight as an arrow-handsoff
> caliper isn't sticking
> rotor is in-center / not warped
worried shudder may be beating up other parts like tie-rod ends

Recheck the brake rotor for warpage by using a dial indicator and a micrometer and check for parallelism and out of roundness-
