2003 Ford Crown Victoria Lurch

When slowing down to a stop I seem to get a slight lurching at every stop. I have ABS. I know you should get some pulsation and noise when stopping at a fast rate of speed, but I get a continuous hesitation as I come to a stop. I have had my brakes check by the Ford dealer, but they have not given me any indication of any problem with the disc or shoes. However the problems seems to be getting worse.

The only time the abs should be engaged is when one of the tires locks up. Do you feel the abs working when you stop?

I am not sure if this luching when coming to a stop is the pulsation of the abs system or it has to do with the rotors. I saw some info on TV about lug nuts not being torged evenly miight cause the rotors to ware faster and I wounder if maybe this is causing my lurch problem
