2003 Ford Crown Victoria Headlights go out

I understand there are problems with the E LC module on various years of the Crown Vic. I replaced the multi function switch in the steering column because when headlights/and brights (except flash) go out they sometimes would come on when I signaled a right or left turn. I therefore figured it was the switch in the steering column..WRONG
I have the new part number from Ford as:
4W7Z 13C788 BC for $500. I can get rebuilt units on EBAY for $75-100. WILL THE PART NUMBER
4W7T 13C788 BB interchange with mine. A police car mechanic got me one off a wreck that I am willing to try before going for a rebuilt or new...Any issues with this part number as a replacement??
