1. Battery Light Comes ON/OFF At Random.
2. Battery Electrolyte Spills Out Of Battery.
3. At Cold Engine Volts Are High.
4. At Hot Engine Volts Are Low.
5. With Hot And Airconditioner ON, Volts Are Very Low.

A. Replaced Alternator. Problem Persists.
B. Replaced Battery. Problem Persists.

This is a Police Interceptor P71.

Check and test all the fusible links and miniature fuses if okay and wiring/connection are good-I suggest you have the computer controlled of the alternator field generation driver circuit checked out-See below Charge System EWD

That was the only suitable and sensible reply I got so far.
It seems like we are headed for a chip tune and the local dealer (Al Tayer - Dubai - UAE;United Arab Emirates) doesn't know squat about this. Looking for some chip tuning geek out of the market who knows the parameters and can help solve this lingering issue (Been 4 years now)
