1999 Ford Crown Victoria Wont go in park

When i try to put my car in park it wont always go into park. If it doesnt go into park and im on a hill my car moves and it feels like something is rubbing against something else. Is this the transmission or maybe a smaller problem?

If the shifter is sloppy feeling, look down where the shift cable attaches to the shifter. There are a couple of little bolts there that might have come loose.
