1999 Ford Crown Victoria electric fan motor

1999 FORD CROWN VICTORIA

When the car is cool the electric fan on the radiator kicks on and off as if the motor needs cooling. It doesn't matter what the temperature is outside it kicks on and off. What could be the problem?

it's supposed to come on and go off...is it coming on when vehicle is turned off?
