1999 Ford Crown Victoria #15 fuse keep blowing off /no pane

no panel gauges are working , # 15 fuse is blown off ,
if i replace it , it blows off again ,
please help ,, thanks

Check the charging system. That fuse is in circut=it from the alternator to the charging indicator light.
